Being wet is something that all liquids are. Liquids are types of matter that have a fixed volume (they can’t be squashed or expanded) but not a fixed shape, they take on the shape of any container you put them in.
Water is a chemical which is made up of two hydrogen atoms and an oxygen atom. Water can be a solid which we call ice, a liquid or a gas, which we call water vapour.
Water is only wet when it’s a liquid!
